For many people, the idea of having a baby sounds too good to be true. But in the United States it is perfectly legal to give birth outside of marriage in the state of Pennsylvania. In fact, it’s legal to give a baby up for adoption or surrogacy in Philadelphia.

And just like other surrogacy markets, Pennsylvania’s Baby Center specializes in making surrogates available for adoption and surrogacy in Philadelphia. But not all surrogacies in the United States can offer adoption in Philadelphia. These surrogates must be registered with the Department of Health, and they must undergo a state-required medical screening. These requirements mean that, in some cases, a pregnancy is considered a public health emergency.

According to a 2010 article in the New York Times, there are only five agencies that provide birth surrogacy in Philadelphia (they include the Baby Center and Philadelphia Family Planning Clinic), and they only do so if they meet the requirements mentioned above.

While the Baby Center’s board members claim that it offers “an array of services for people seeking to have a baby by surrogate and to help people in their communities access quality family planning services,” its website makes no mention of fertility awareness or family planning, and the only place it says it can help people is in Philadelphia—which means that it only helps women seeking to have babies by surrogacy—not couples who want to use its services to have a baby of their own.

To be clear, this isn’t a clinic that offers surrogate pregnancy services. Rather, it’s a medical facility that provides adoption placement and surrogate pregnancy care. Its board is made up mostly of people involved in the adoption adoption industry and it works with fertility clinics like StemExpress, NARCS, and NARCS in the area of the Northeast.
